After being seen waving his airsoft gun around, a citizen notified police but specified that the un Tamir was using was probably fake.

Regardless of this specification from the witness, when 26-year-old rookie Cleveland police Officer Timothy Loehmann and his partner arrived to the park, Tamir was shot almost immediately (Izad). In response to this tragic event and similar events in Ferguson and Staten Island where unarmed black male citizens were killed by police officers, outrage has sparked major protests and rallies in cities all around the United States. This caused President Obama to request 75 million dollars of national funding to distribute 50,000 body-worn cameras to police epartments nationwide (Yee).

Police departments all over the US have already adopted this new technology so that officers are equipped with up- close video footage of interactions with citizens. This eliminates the need to rely on blurry and far away security footage when reviewing crimes, like in the case of Tamir Rice. While such cameras have raised controversy, body-worn cameras are necessary to protect the officers wearing them, protect citizens, and restore trust between the general population and law enforcement.

Body-worn cameras can be clipped to an officer’s hat, sunglasses, or helmet, nd record audio and video of events from the viewpoint of the officers when turned on. The body-worn cameras are equipped with a buffer which allows video footage from 30 seconds prior to the officer pushing the record button to be caught on camera. This ensures that the event that initiated the recording is seen on the video footage.

Following every shift, the officer plugs the camera into a computer where any video and audio recordings are imported and stored on a secure online database to be used as potential evidence in the case of a crime (Manjoo). The cameras are equipped with the ecessary features in order to ensure that they not just record audio and video, but provide protection for both officers and the public. The wide use of body-worn cameras among police officers can help protect officers from faulty complaints and inaccurate reports of police misconduct.

William A. Farrar, the Rialto California police chief where all officers are equipped with body-worn cameras, explained that there have been numerous incidents where citizens who are “out-to-get” officers entered the police department to file a faulty complaint on an officer but quickly left after the video of the ncident showed no misconduct on the officer’s part (Stross). Had the officer not been wearing a camera, the lack of evidence often times leadsto a lengthy and pricey investigation, which places the officers job in danger.

If the officer is wearing a camera, their abusive acts will be seen.

If their abusive acts are seen, protecting the citizens right to justice will be more likely. Considering that at specific depa rtments officer’s interactions with citizens are now recorded via body-worn cameras, if an officer’s use of force is appropriate given the forceful or threatening action of the citizen, the officercan trust that their use of force willnot qualify as abuse if accused of misconduct. Therefore, officers and their jobs are protected.

Citizens are then protected in the case that an officer does act excessively or inappropriately since body-worn cameras provide video evidence of what transpired. This two-way street of protection can help restore broken trust between citizens nd the police officers that are there to protect them. Since it is ultimately up to the officer to hit record on the camera when interacting with a citizen, some argue that the issue of selective recording of events arises and that this technology is not effective since officers are left with the ability to record only the events they want to be seen (Yee).

In order to eliminate selective recording it is necessary that all police departments that adopt this new technology impose strict protocol that forces officers to have the body-worn camera recording all call-responses or interactions with itizens that is initiated from an unlawful offense. Failure to comply with such rules should result in some from of penalty or punishment. If a police department is going to pay for such cameras they need to impose rules that will ensure the cameras are actually utilized correctly.

Unfortunately for Tamir Rice and his family, the only video evidence of the shooting that took place is recorded from across the street on a low quality and blurry security camera that makes human bodies look similar to pixelated blobs. Had either Cleveland Police Officer Timothy Loehmann or his artner been equipped with a body-worn camera, there is no saying that the outcome of this event may be different. However, had a body-worn camera been utilized a clear and more reliable video of the events would provide evidence as to whether or not officer Loehmann acted appropriately.
